this is Hikari in her rarely seen Witch's attire!! ^^ On her broom none the less. And yes, the ribbons are her signature blue fire.

Her animal is a Dragon, but her personality is waaay to sweet for a scary outfit, so she made it a bit more... whimsical. it suits her much better
